wantedThis above-named person is very dangerous and a threat to anybody.  He had been convicted of bank robbery (or theft?) last 1988 or 1989 in Naval, Biliran, his native hometown.  He was serving a sentence at the provincial jail in Naval, Biliran when he breached it and gone missing.  There was a warrant of arrest issued against him which, until now is not accordingly serve.

The subject has the following characteristics:

1.                  He is a conman, a molester and a rapist.  He molested and raped many lasses including his own aunt and a cousin.

2.                  He is a drug user and a thief.  He stales not only from other people but from his own family circle, as well.

3.                  He is a notorious person especially in his hometown, Naval, Biliran.

4.                  He is also a fake.  He faked his relevant documents to obtain a seaman’s book from Marina that enable him to work as a seaman.  He continues to deceive government agencies by presenting fake and altered documents to hide his true identity.  In fact, he was able to obtain a “clearance” from NBI in spite of his derogatory records.  He is very proud that he can do all these things without being apprehended even once.  He is really very proud that he uses to brag these to all.

5.                  He is also a troublemaker person especially when he is drunk which is often while in the Philippines.  He committed many felonies which were keep by his victims because of either they for fear of their respective lives or do not want to go through the trouble with the process of law.

We fervently request your valuable attention to this serious matter.  Although he is not a threat now to the nation as a whole but HE IS towards his hometown people.  We are very thankful and appreciative if you take immediate action on this matter seriously.  Also we are very sorry that we have to keep our identities confidential for fear of our own lives and that of our families’.  Perhaps if he is warn that he is being monitored, he may lay low and will minimize if not stop his “things”.  He is always bragging that he was able to bribe some of the local authorities but let him know that there is no small or big crime. A CRIME is a CRIME and we will NOT condone his practices.

A groups of drug oligarch, and political malnourish, likewise the stupid ‘manyakis’ and the ‘balbahutog’s’ has threatened to take legal action against the webmaster of the Bangkal News web and links allegedly for accusing and defaming the Navalean in particular and to the Biliranon in general.

They know the webmaster! …and the articles he posted are a product of irresponsible writer. Rolly Borrinaga said. “If a woman visited to a dental clinic, it is meant an adulterous relationship?” He added, “If somebody visited Iboy Bornillos residence in Laca, is it a drug business?”

Or someone talk a nonsense report then he borrowed money from you. After months of hiding he wants to pay back the money from you because many were concerned the effect of that “utang” (small utang damay tanan).

In connection he was scared that you’re planning to sue him in court, is it a brotherhood? …then why you degrade and malign your friend?

The Lord said, “Beware of your friends, do not trust your brothers. For every brother are a deceiver and every friend a slanderer. A friend deceives friends, and no one speak the truth. They have taught their tongues to lie, they weary themselves with sinning” Jeremiah 9:4-5.

The website is set up by the concerned Navalean and its wing the Black Libtong Commandos (presently “The Magdalo”) to monitor the Biliran Province political malnourish ug mga ‘uwagan nga’ politiko lakip na ang mga scandal sa probinsiya.

Many of the accused was upset by some unfair reports and criticism of the Bangkal News web and they are now suing the website to fight legal battles in court through the United Nation.

The report added that they will take Atty Villordon who lost two times in election is a person in charge to bring the court case against the Bangkal News web while Atty. Danilo Velasquez will be the defense lawyer.

The complainant’s however, advice the webmaster to focus on good reporting instead of posting any content that might backfire on the Bangkal News web. And stop posting scandalous content that might defame the elect.

Although Navalean either Biliranon was advice through Bayan Nila radio broadcast not to visit the sites however many Taclobanon and Ormokanon are curious on its content.

The teenager who killed eight people in the worst high school shooting in Finland’s history was a social outcast who was bullied in school and called himself a “natural predator.” …susmariosep!

Witness said that the mass killing resembled those in the United States, at Columbine High School in Colorado and the Virginia Tech University.

The Virginia Tech shootings sparked criticism of US gun control laws around the world. Editorials lashed out at the availability of weapons, and the leader of Australia — one of America’s closest allies — declared that America’s gun culture was costing lives.

South Korea’s Foreign Ministry said the government hoped that the shootings, allegedly carried out by a 23-year-old South Korean native, and would not “stir up racial prejudice or confrontation.”

The United States Government and the European Union are now revising their gun laws to avoid the same predicament involving young teens of acquiring weapons.

In the Philippine however an amnesty was approve and, it stipulates that the basic qualifications of applicants to have license fire arms must be a Filipino citizens who are at least 21 years old and judicial entities authorized by law to possess. Likewise, an applicant for a license to possess unregistered or loose guns shall first secure a Permit to Transport before carrying the said firearm and ammunition from its location.

But Nandy Pacheco of the Gunless Society said an amnesty would put more guns in the hands of more people. “We want guns to disappear and then you will have something like this where anyone can surrender guns and have it licensed. The criminal liability attached to the gun is erased. Gun control should be absolute,” Pacheco said.

He added that citizens holding guns had no place in “civilized countries.” “In the solving the problem, we make the problem worse. We must admit the truth that guns are meant to maim and kill. The fewer the people who have them, the better,” he said.

The total would be 39. To make up the 90% gun holders, 35 persons among us including children must have owned a gun – a pistol, a revolver, or an armalite. However, Brother Jimmy “Emet” Tibon in Caneja Street Naval Biliran narrated that he owned a .45 caliber pistol without license and a John Dou from Cebu City who stay in his residence is a gun runner. …susmariosep!

Brother Jimmy Tibon said that the former vice Mayor Kokoy Caneja in Naval Biliran knows his activities while the police closed blind eyes. He added, “As long you’re a member of ‘Guardian Brotherhood’ no one can touch you in Naval.” A reform the arm forces movement (RAM) member and a Guardian organizer Belly Bebet who visited Naval during induction promise them for support incase of gun related problem but not to abuse, bro Emet added.

The Espina’s bodyguard who was accused of robbing was released due to insufficient evidence filed against them. Hearsay report says; that the dropping of case is due to some political maneuver to shut-up the victim and the suspect release is ploy of political personalities behind them.

The Espina bodyguard killed the former governor Danilo Parilla using his .45caliber revolver. Amen!

Dont judge by Venus Sagun

Venus Sagun Judge not, that you be not judged, for with what judgement you judge, you will be judge, and with the measure you use, it will be measured back to you.

Moreover…it is just the beam in one own eye that enable us to detect the mote in one of our brother eye. The beam is one’s own eye does not prove that one’s our brother eye has no mote in his. But the impairment of one’s own vision might easily give rise to a general theory that all motes are beams.

The recognition and taking to hearth of the subjective determination of knowledge in general and of psychological knowledge in particular are basic condition for scientific and impartial evaluation of psyche different from that of the observing subject.

These conditions are fulfilled only when the observer is sufficiently informed about the nature and scope of his own personality. He can however, be sufficiently informed only when he has a large measure freed himself from the labeling influence of collective opinions and thereby arrived at a clear conception of his own individuality.

In the “Blunder Book,” Mr. Lloyd Pereira tells of a new clerk in Covert Operation Representative who sent out a memo to his collogues. In it, he appealed for accuracy in their written communications. But when the memo was distributed, it had more or less nine errors in grammar, punctuation, and spelling.

When the memo fell into the hands of small time press, the embarrassed clerk said, He couldn’t have made a worse blunder if he had tried.

Similar embarrassment is bound to occur whenever “rgjam” expect other to measure up to the high standard of reporting or writing without first examining himself.

If our attitude is mixed with pride/proud and self-righteousness, our words will come back to hunt us. What he says maybe correct, but the way he says it must always be with humility and sense of our own shortcoming.

We should encourage other to do right and not using the name of God but inwardly they are ferocious wolves. Navalean should stir-up one another to fight a rotten government and action not hypocrisy. We are all Navalean, so we must be neither judgmental nor patronizing. Instead, we should respect one another because were still rotten minded inhabitants of Naval Biliran.

Ironically, the essential thing is that we should be able to stand-up to our judgments of ourselves. From outside this attitude look like self-righteousness, but it is so only if we are incapable of criticizing ourselves.

If we can exercise self-criticism, criticism from outside will affect us only on the outside and not pierce to the hearth, for we feel that we have a sterner critic within us than any who could judge us from without. And anyway, there are as many opinions as there are heads to think them. Okay?

So we come to realize that our own judgment has so much value as the judgment of others. One cannot please everybody, therefore it is better to be at peace with oneself and mind your own monkey business. he he he he

The Naval/Biliran reported rape incident charging the two foreigners is a touchstone to their judicial system. The Biliranons are hopeful that this particular criminal assault be given fair justice and discard the common practice of bribery.  May this be an example of a true justice system in the Philippines, regardless of who is the offender.

It is well known to everyone that crimes committed by foreigners are treated exceptionally, maybe because they are regarded as superior than the locals in terms of financial.  However, I believe that there is still an upright quality in our judiciary. This ‘quality’ must be extended and practiced throughout the country.

 In addition, a friend has confided us regarding his brother who becomes Espina’s league of corrupt associate. It was said that their parents property was illegally mortgage and proceeds were use to buy votes? The brother who becomes a three timer councilor had warmed our friend not to visit Naval anymore. That councilor runs again for the position of board member and win under the Bando Espina of Thieves.    





The Brutal Murder of Boy Delfin

A year ago Boy Delfin was brutally murdered in Ormoc city. He is a policeman who was assigned in Iloilo and residing in Barangay Smo. Rosario, Naval Biliran, but was shot dead after a buy bust operation in Ormoc City. 

The responding police force rush to the scene however the victim was declared dead upon arrival to a nearby hospital. 

Witness who ask for anonymity heard a gun burst and he saw a man falling into the ground with blood oozing his head with one bullet wounds, and it  added that the victim had just counting his money. 

A hearsay report that, the victim was involved on illicit business that causes his death. Fortunately, one source said that the victim is a drug pusher and a gambling addict. 

The case is considered murder but until these days no suspect was brought to justice. 

Our field reporter Adrea Pitao Tan visited his wife in Naval who was also in jail for illicit business denied any involvement of her husband death. 

A report reach CNBPNews that Boy Delfin’s wife was missing with the help of her boyfriend, a chinese businessman in Naval.

Chong of the Liberal Party, claimed he was a victim of “unfair tactics” engaged by his opponents, and even by some nuns and priests who used the pulpit to malign him.He said he was linked to the 2006 killing of former governor Danilo Parilla in Cebu.He said that it was true that Gene Corpin, the gunman in the Parilla killing, used to work as a security personnel at the Biliran Capitol, but the latter had been dismissed months before Parilla was killed on September 7, 2006 as he was disembarking from a boat in Cebu City.He said Corpin was a known tough guy in his province and reportedly killed Parilla because a few days earlier Parilla had manhandled him before several people in Naval’s Barbecue Plaza.As the incumbent mayor of the capital town of Naval, he said he had also been accused of building a “ghost” hospital worth P21 million. “The truth is that the P21 (million) is not for a hospital for Naval has no hospital of its own, but for the Municipal Public Market Complex and Slaughter House,” Espina Sr. in a statement sent to the Philippine Daily Inquirer on Saturday.He said he was also accused of raising the real estate taxes and rental fees for the public market stalls in Naval when “the truth is that real estate taxes and rentals were raised before my time.”“I was only very strict in both tax and rental collection resulting in the upgrading of Naval from a 4th Class to a 3rd class municipality in the first half of my term as Naval Mayor,” he said.Espina Sr. said he was falsely accused of using government money in his lending business that catered mainly to small rice farmers and vendors.Espina said the Biliran Small Business Credit Assistance (BSBCA), which he owned, provided low-interest loans so that vendors and small rice farmers would no longer have to go loan sharks. He maintained BSCA did not use government funds and was duly registered with appropriate agencies.He said he got the ire of some Catholic priests and nuns because of his support for family planning, which he launched in 2006.Despite his defeat, Espina said he was happy that his son, Rogelio, was elected governor of Biliran, together with all his slate in the provincial board.“In the capital town of Naval, except for the mayor, our vice mayoral candidate and seven out of 8 municipal councilors won.”Parilla widow, Susan Velasquez-Parilla, was elected mayor of Naval.“But no regrets. The importance of this coming May 14 2007 Elections cannot be understated. The survival of Biliran is primarily dependent on the outcome of these elections.

The presence of a family political dynasty in the infancy stage of Biliran has contributed to its negative growth which has resulted to Biliran being ranked as Number 9 among the top ten poorest provinces, Number 1 most malnourished province; and included in the top 20 hungriest provinces in the entire
Philippines. This is compounded by the complacency of the Biliranons in its state of political and economic affairs.

The Espina Dynasty has succeeded in maintaining tight control over Biliran due to the lack of active and political opposition in the past. Moreover, the occupation of the members of the Espina Dynasty of the top elective positions has totally eliminated the check and balances good governance must have to be effective.

The underdevelopment of Biliran is primarily caused by the unprecedented scale of graft and corruption and wanton abuse of power perpetrated by the Espina Dynasty. T

Espina Dynasty has also caused the loss of independence of Biliran’s public institutions including the Department of Education, to discharge its functions of serving the public.

The heavy reliance on political patronage has resulted to hiring employees on the basis of its political support to the Espinas. Employees for example, are hired on what they call “15/30″ wherein the hired employees only report for work twice a month. That is on the 15th and 30th of the month to collect their wages. That without rendering any form of work.

Biliran is littered with unfinished projects. It is alleged that a total amount of P1.77 Billion pesos have been granted to Biliran over the 12 years of the Espina Dynasty rule and yet not even 30% of the equivalent amount of funding is translated to completed projects.

Standard Operating Procedure, commonly termed as SOPs account for the misappropriation of government funds from a minimum of 25% to as high as 60%. It means, for a project costing P100 Million pesos, a minimum of P300 Million are already lost even before the project implementation starts.

The Espina Family came to Naval, Biliran 12 years ago with virtually nothing like what they are now. In a span of 12 years, the Espina Dynasty has turned themselves to multi millionaires as evidenced by their ownership of the following:

Mansions
1. Resorts
2. Construction business
3. Retail Business
4. Lotto Outlet
5. Commercial buildings
6. Agricultural properties
7. Condominium units
8. Lending and investment company
9. San Miguel and Coca Cola Distribution
10. Fleet of luxury vehicles including jet skis.

All these after only 12 years, In contrast, Biliran is No. 9 poorest province, No, 1 most malnourished and among the top 20 most hungry province in the entire country.

The Espina Dynasty is currently under investigation on a pending case of graft and corruption filed by
Atty Glen Chong in October 2006. In spite of the Espinas’ devious effort to get an alleged clearance certificates from the Office of the Ombudsman in Quezon City in March 2007, the fact remains that those certificates should not have been issued in the first place as the Espinas are awaiting trial for graft and corruption which will later be escalated to plunder, in the Office of the Ombudsman Visayas, where Biliran is under its jurisdiction.
Gerry Espina Sr, the head of the Dynasty has used his influence to get those dubious clearance certificates.

The current struggle to remove the Espina Dynasty from Biliran started with the assassination of Ex Governor Atty Danilo Parilla in September of 2006. The uproar caused by his death has snowballed into a freedom movement headed by
Atty Glenn Chong and the Konsiyensiya, a civic minded group which was originally involved in the movement to lobby for the provincehood of Biliran back in 1986. Biliran was declared a province in 1992.

Now the freedom struggle has involved the Biliranon Freedom Fighters, Biliranon OFWs, and Biliranon in various parts of the
Philippines, and Biliranons abroad.





The coming local election

The Philippine local election is fast approaching again. Biliranons are busy scratching and squabbling for political gain. And the “Raw Deals in Biliran” are again very confusing. Pretenders and good speakers are now on sway. Abundant donation seekers and givers and the so called ‘love offering’ are now in full swing.  Most of the electorates are again happy because this is the time when they can easily get favors from the would-be-candidates.   But they should think that this ruse might have a negative result.  

The regular election will be held on this coming first Monday of May, year two thousand one and on the same day every six years thereafter. And the elected official shall assume office on the thirtieth day of June next following the election and shall hold office for six years until their successors shall have been elected and qualified. 

All local incumbent officials whose tenure of office shall expire on March 23, 2001 shall hold office or until June 30, 2001 until the successor shall have been elected; Provided, that they cannot be suspended or removed without just cause.  The electorate shall be entitled to vote in the election for Provincial officials of the Province of which it is part, unless their respective charters provide otherwise. And the electorate of highly urbanized cities shall not vote in the election for provincial officials of the province in which it is located; provided. However, that no component city shall be declared or be entitled to highly urbanized city status within ninety days pill on to any election.
