I’m the former Pelahiya Logronio a native of Naval, Biliran presently residing in Australia and a neighbor of Rolly “intoy” Borrinaga in the street of Garcia, Brgy. Ilaya.

We call him “intoy” for his abnormal behavior when he was young likened his abnormal sister, but when he grew-up were surprise of his earned talent.

Intoy was born on July 25, 1957 and grew up in “Brgy Ilaya,” of Naval, Biliran. His parents are Serapio Borrinaga, a retired policeman who doesn’t know how to execute police protocol died on May 1, 2002, and Gregoria Orbeta-Borrinaga, a housewife, both natives of Barangay Caraycaray, a suspected lair for hereditary madness.

Rolly is jealous type person, ruthless, arrogant, bossiness, proud (pagarpar) and self-centered. He has, in effect, been putting on a show all his life, trying to win attention and respect anyway he can. He is a great back-stabbers, tricksters and liar.

After his father died, the hereditary madness has been passing on to the most qualified sibling. And it is believed that Rolly get ahead from that.

Rolly is a man of intrigue and hunger whose intestine has been roaming around the town for free drinks and free foods thereby evading his relathieves and family who were accused of those stories victimizing friends and accused the former governor for their miseries to acquire popularity.

He studied grade school at the Naval Central Elementary School, in back of their house on Garcia Street where he learned how to steal Mr. Ricacho’s garden plant as well as coconut fruits for family consumption.

He completed high school at the Naval School of Fisheries in Barangay Caraycaray, where he was trained to use poisonous chemicals for catching fish.

He is a man of hatred and madness for he cannot go into fight for his cowardice. And the outcome of all those unhappiness had created laceration into his heart.

Due to immensurable odds and poverty, he become scholar of the Coconut Federation, he earned in 1980 his B.S. in Agriculture from Silliman University in Dumaguete, where he learned also how to use the ammonium nitrate for poison and bombs making material.

His accomplishment had given him a chance to prove to the people of Naval that his earned knowledge can recover the misery they suffered. However, He uses his knowledge and abuses the powerless, thereby sowing the seeds of their destruction. The destruction of the elite is accomplished when he dominated unite and overthrow his intimates.

Intoy is a smart local fictionist historian. And he earned cognition from different news groups, searching the Balagiga Bell left by the Spanish occupiers.

In the past, he was involved in a campaign as documentaries for the separation of Biliran from mainland Leyte which the former governor denied their claim. The said core group is a show in return for free drinks and “polutan’s” sponsored by some drunkard cordless and shyless (bagag nawong) members.

His persona was manufactured by the occurrence of his family miseries during their suffering. And people who he thinks, inflict those torments should be punish using his newfound bequest.

His photo that emerges from sightings and impressions from the few emissaries who have audience with him is disturbing. Rolly is strange, all right, but not so flaky that he can’t function. He seems mostly interested in his own survival and must have been clever to survive. But his desperation and megalomania could lead to massively fatal miscalculation.

As I drove through Rolly’s life, I notice that his mind is empty but when I entered into his workings where Rolly had orchestrated a website, I was overwhelmed by the colors and pageantry of his write-ups worshipping his perfect unison. Flash cards held by his multitude chronicled Naval Biliran and Balangiga fabricated histories. The most impressive displayed of his megalomaniacness – a creation of the Biliran Province and the suffering of his families, which he says; was tortured by some Naval political personalities.

Ironically the old hereditary madness was been upgraded into high-tech environment that cause havoc through Internet.

Coupled with stratification and trick and other aspect that increases the probability to create conflict and gap between the Navalian and friends, Rolly provide a more hatred through internet and humiliated Navalian in abroad and made differences that makes assimilation unlikely and more conflicts to destroy the Navalian in particular and to the Biliranon in general while continue to be preserve and accede to somebody’s demands.

He hated people who earned their living in abroad with unknown reasons. According to some theorist, when oppressed people hold beliefs damaging to others interest, they have false consciousness and considered him as haves rather than have-nots who have been successful at the lower level.

A good teacher, journalist and researcher may not be a good department administrator, yet that is often the basis for selection. Some principles taken to the extreme means that a system will ultimately be staffed with people who have reached the level just above where they are competent. The results noted that people who realize they are over their heads will tend to relieve their feelings of insecurity by overemphasizing rules and regulation which Rolly haves.

Naval Biliran Mayor Jerry Espina Sr. took to his RN radio program “Pag-usapan Natin” pleading with the province feuding political malnourish to show unity as the country appeared of more deaths on journalists and activist.

As reported 73 leftist activists was brutally murdered by suspected government agents so far this year and 152 in 2005. At least 79 journalists have been killed since 1986, according to the National Union of Journalists of the Philippines.

Since President Gloria Macapagal-Arroyo assumed office in 2001, more than 140 activists have been kidnapped and remain missing, the group said. Nearly 600 people were also killed during this period.

The latest casualty is Fernando Batul who died in a hail of gunfire on his way to work at the dyPR radio station in Puerto Princesa, the usually sleepy capital of Palawan Island in the western Philippines.

Mr. Batul regularly aired hard-hitting investigations into local government officials and the military on his show. He attacked many people with truth like what the Biliran Chronicle and CNBPNews do.

In the Biliran province…not bad …only two unsolved crimes reported and one rubbery hold-up by one of Espina’s bodyguard.

The people replied that; “it should be Jerry Espina Sr. is the Mentor Minister of the Biliran for independence, while Rogelio Espina is the Senior Minister followed by Jerry Espina Jr as the Biliran Republic Prime Minister while Rolando Borrinaga is the President.

Minister for Community Development, Youth and Sports, and Second Minister for Information, Communications and the Arts goes to Lyndon Lim Espina.

Atty Buban is the Deputy Prime Minister, Co-ordinating Minister for National Security and Minister for Law. While Marilou Orbeta Borrinaga is the Deputy Prime Minister and Minister for Home Affairs.

Hon Althea Orbeta Borrinaga is the Minister for Foreign Affairs while Hon Vladimir Alceso Espina is the Minister for Information, Communications and the Arts.

Hon Judge Pepe Domael is the Minister, Prime Minister’s Office and Oscar Orbeta Borrinaga is the Minister for Trade and Industry.

One night I had a dream, a dream that I was conversing with provincial leaders, I ask them; politicians and businessmen, as to whom they admire the most enlightened provincial leadership, unanimously they said Mr. Jerry Espina and his relathieves, the father of Biliran province and now the mayor of Naval.
Mr. Espina is very straightforward, super honest and he always knew what he was talking about. He is a great leader whom I admire the most. I described him as “the Philippine’s greatest businessman””he control tanan!”. Mr. Espina is an exceptional provincial leader who personifies excellent management, integrity and discipline.
One of the remarkable successes of his management of Biliran is his making the province least corrupt in central visayas, by institutionalizing “clean, no-money elections” and recruiting the best people into the Bando Espina movement.
He debunked what the opposition claimed about a free, unfettered press exposing corruption, pointing out that the free-wheeling press of Manila, Cebu, Tacloban, Karay-karay and other part of the country has not stopped pervasive corruption. One way he cleaned up Naval/Biliran was by shaming corrupt officials. And he laments that in much of Philippines, corruption has become a way of life for government officials.
During my dream, I meet with leaders of Manila during the Asian Olympic held in Rizal Park, I asked if the congressman but now a mayor in Naval if he can be trusted for business. A barangay captain from Olongapo explained that Mr. Espina is handsome and had a specific plan- reflecting his pragmatic business-like ways, efficiency and public service. Ngek!
It added, He is the father of a new Biliran. In 1986, when Leyte start expelling Biliran and forced it to exist as a province with no natural resources or goons, guns and gold, few people gave it much chance of survival.
In 1986, the Bankaw News said: “An independent Biliran was not regarded as viable three years ago. Nothing in the current situation suggests that it is more viable today”.
Today, after decades of good governance with the Espina clan, Biliran is a thriving province with the Philippines fourth-highest per capita income. In this latest report, Mr. Espina expresses his ideas fearlessly, seeking “to be correct, not politically correct”. He is unapologetic for his aggressive responses to his political opponents, his often-nonconformist (tri-naydor!) views on Marcos-style democratic system and Manila concepts of all-rights.
And with his comments, he says it is sad that a talented province like the Biliranon could suffer so many problem and troubles because of some “tabi-an, palahubog, kawatan, babaero, sugarol ug uban pa!”. An anecdote recounts the 1999 if im not wrong, in his meeting with Navalian in Manila, where Jaro is the ongoing governor of Biliran Laude asks him to convince Colasito his friend Agta was the problem of Naval/Biliran, not the solution.
During the Calumpang Capitol uprising the same year, when the Malacanang under Ramos, should not accept the Colasito’s appointment, and put pressure on Agta to stop whispering on Colasito. He feared a prolonged crisis might cause bloodshed and chaos. Worried that Agta might fight it out using Colasito. Suddenly Colasito and Agta witdraw and the winner are Jaro and Takdol’s ilk.
When Agta sent a message to Mr. Espina saying he wanted to flee to Manila, it was already too late. Mr. Espina is blunt and honest in his assessments of the Naval/Biliran leaders before.
There are three things, which Mr. Espina believes hampered Naval/Biliran progress before. First, the traditional power elite who has a detached attitude towards the suffering of the Biliranons. And another obstacle to progress is pag-katabian, hubya, kawatan, sugarol, palahubog ug uban pa labi na kadtong mga gapataka lag panguot.’ …Susmariosep!
A third obstacle to progress is what Mr. Espina describes as “a Biliranon criminal culture”. His example of the murder of Beting Uy, Antonio Villo, Elmer Callosa, Buboy Ibajo ug uban pa nga milalim na ning kalibutan ug hatagan na sila sa labing matarong nga pag-hulokman that have hampered Biliran economic progress.
He said “This was a pity because they have so many able Naval/Biliranons, educated in Manila, Cebu, Tacloban ug NIT. Their workers were cebuano and waray-speaking bright ug way bugo… There was no reason why the Naval/Biliranon should not have been one of the more successful provinces in the county,” He said.

Honorable Rolando “Rolly” Borrinaga, a professor from the University of the Philippines in Tacloban city, described the present regime in the Biliran province as “corrupt and hypocrite”

In fact, Mr. Borrinaga’s description would be false if the ultimate objective of the Espina clan would be to bring Biliran Island to build a happy future on the ruins of their dark past from the hands of womanizer, sugarol, kawatan, stupid oligarch and political malnourish. But as the worst unfolds, ordinary Biliranon are confused as to what is the real objective of the Espina clan’s processing. Is it reprisal, or is it to stop similar corrupt regimes from coming to power in Biliran Province?

The opposition accused Espina of twisting the election results in Naval, like as what the Malacanang controversies during the last presidential election.

Since the rise of the Espina regime in the Biliran province, many of the “trapos” and corrupt politician were melting down while some emerge and join with the present generation of new crooked Naval politician and their modern “modus operandi.”

Espina a former Marcos cronies who was reported using EPZA as their milking cow whilst friend of some notorious corrupt politician in Manila gain political support from the Arroyo regime.

An email message from a reliable source in Cavite questions the motive behind the Espina’s political interest in the Biliran Island. However, Espina reject all the accusation as political ploy to destroy his long planned help the Biliran poor.

Now the Bando Espina dominate the political scene in Biliran according to some articles, aside from the political influence of the Espina’s today, nothing else can challenge them.

Today Biliran Province was economically strong as what the Espina supporter implied and 90% of Biliranon especially in Naval had owned various kinds of guns with no license. Many of the unsolved crimes in Naval neither Biliran was due to guns related cases.

Moreover as reported, Naval Biliran is an exit door from the Manila criminals who were hiding in different place of the island, and it was reported that a convicted criminal who was one of the Espina’s bodyguards hold-up a tourist.

The Espina’s bodyguard who was accused of robbing was released due to insufficient evidence filed against them. Hearsay report says; that the dropping of case is due to some political maneuver to shut-up the victim and the suspect release is ploy of political personalities behind them.

Moreover, it seems that the new Espina leadership doesn’t want to try the bodyguard for crimes that he committed. Does this mean that the Bando Espina regime did not ask the bodyguard to commit crimes before Jerry took office? Can justice take its course in such a discriminatory environment?

But many of the coward’s opposition doesn’t want to confront the regime in regards to that case publicly to avoid legal responsibility and might the suspect would turn into them, but they’re murmuring secretly, like me you see…hehehehe

A Brief Forgotten Chronicle during the Naval/Biliran Capitol Siege by Bruce Gonzales

Naval/Biliran – It was a humid early morning that the Capitol building located at Barangay Calumpang was quite and serene surrounded with fine trees and other plants; however tensions and worries were heating up due to the political disarray of the island.

The Capitol building was undermanned, and only Dr. Dalmacio Colasito and his aides were in the scene, armed with an office memorandum order issued by then-Governor Gonzales who contests for a congressional seat. The said memorandum order appointed Dr Colasito as acting Governor by succession. The compound was quite but frightening for it was reported that Col Wayne Jaro desired to assume office as Lt.Governor on the same day.

Wayne Jaro a former military dentist had in hand a Ramos Malacanang Office Order appointing him the OIC Lt. Governor for the sub-province of Biliran attacked and sieges the Capitol building with heavy military hardware.

A blitzkrieg attack was launch through the main-door and exist door likewise the secret exit door from the governors office by the Jaro’s commando and his operatives. Hon Dr. Colasito who was armed with the Gonzales Office Order was displaced and terrified with confronting Col. Jaro.
Atty Casas Nueve who was the Capitol Administrative official was with Dr. Colasito until Jaro lost control.

Jaro attack and pushed, dragged atty Lolita Casas Nueve out of the governor’s office with no mercy while Danilo Parilla was in good strength laughing. The smart cameramen had immediately flashing their cameras however it was confiscated by the armed Jaro’s operatives spearheaded by a certain Rene Morillo.

There were two reasons that prompted Gonzales to protect the Naval/Biliran capitol: – 1) by law of succession on elected official per approved by the Philippine constitution, Gonzales’ memorandum was issued as mandated by the law; 2) And, the approve budget for the province-hood movement might be lost under Jaro’s hand; but on the other side of the story, he may be tempted to use the money for his congressional aspiration during the coming election.

However, to avoid bloodshed Dr Colasito decided to backed-off and left the governors office calmly. And in the early morning of the following day, Col. Jaro and his family with armed bodyguards paid a visit at Colasito’s residence for reconciliation.

There was a debate regarding a presidential orders and the constitutional law of the Philippines however, the corrupt justice system of the country has hinder to follow those laws. -bruce-





Mystery man was brutally murdered by Andrea Pitao Tan

Police responded report that a bolo wielding man attacked residents in the area. It was reported that the policeman got hold his gun to hit the suspect, however the police’s gun had no bullet, when realized he quickly run for safety.

Mobs along the area of barangay smo. Rosario brutally attacked a ragtag man with “kaldero, karaha, nigo, kaguran, tadtaran batuta ug paklang sa lubi,” that instantly killed him on the spot and gruesome scene and blood splattered on the street. It was believed that the man was mentally unstable.

Now again and again, Naval Biliran is nevertheless a place where coward murderers use their muscle against weak and disturbed people. The place and its people are still embracing the law of the jungle and it is not safe for visitors and foreigners to visit, let alone reside in.

In another development, the former governor Jose Gonzales who was the Father of the Biliran Province-hood, the movement of separating Biliran Island from the mainland of Leyte, is now serving a sentence in Naval Biliran Provincial Jail. The former governor who refused to talk through telephone interview said that “this is Naval, Biliran justice system.” Amen!





BILIRAN’s RIGOROUS POLITICS by Anthony Marlon Mecaral

It was reported that during the Parillla reign, the Biliran government officials were in the state of negative feat. The report said that fight involving board member Romulo Bernardes, Edgar Egaño and governor Parilla was another touchtone of Naval/Biliran dirty and corrupt politics. Parilla accused Bernades and Igaño for malversation of funds and using government equipment for personal purposes.

The Sandiganbayan ordered the arrest of Biliran governor Danilo Parilla, based on the complaint filed by board member Edgar Egano for Slight Physical Injury and Light Oral Defamation, however no action has been served, and as reported Parilla run for mayor but lost against Espina by accident, it was said.

This is a big punch for the Biliranons; it is loathsome for government leaders to put the law into their own hands, and they are supposed to be the role archetype of the province. The reported spiteful incident involving those government officials had cause negative impression among outsiders and will negate their interest for the Bilirans re-development plans. This may, as well, cause derangement to the entire local officials and the people and give change the Espina’s political ambition of the island as a reliable source study but requested for anonymity.

The damage has been done and justice should prevail whoever may be run-over, and felons should be punished. These, again and again, confirm that the implementing officials of the justice system, particularly in Naval/Biliran, and generally in the country are inefficient, incompetent and hopeless. Let alone corrupt.

Moreover the warring government officials should apologize to the people for their distasteful and rush acts even they are no longer in position. Many pretenders who like to be troubleshooters come to create more intrigues and make the drama more spectacular and made the Espinas as savior.

Achievement has lulled further into complacency and taken no more issues concerning harmony, stability and unity. The Biliranons should realize that achievements, unity and harmony of the province will not taken for granted. Let Naval/Biliranon be a “home” again to all Navalians/Biliranons who suffers discrimination or in trouble in foreign land. Many of the Naval/Biliranon who married foreigners, landed as helpers from their old husband and some are prostitutes and drug couriers, as reported. And some of those who work as domestic helpers become a partimer prostitute, it added.

Naval – It was reported that the quest for Biliran Provincehood was a great amazing story by Prof. Rolly “N-toy” Borrinaga. It was believed that the people mentioned were the major players of the quest, but were made unaware the time movement started, since they were busy with secret task in organizing fraternal organization against Marcos regime.

The only thing that it was known, that the “Movement for Provincehood of Biliran” (MPB) or the “Biliran for Provincehood Movement” (BPM) was created during the time of Jose Gonzalez, until the succession of Wayne Jaro.

It was believed that the same group who played the quest was the founders of the “Biliran Clarrion”, the first local newspaper in Biliran as Rolly Borrinaga implied.

Mr. Borrinaga viewed the Biliran’s political quest commendably that according to him “been owned up by various self serving liars”.

They believed that many of these personalities who presently occupying elective position and against the Biliran Provincehood are great pretenders, he said.

It’s time to face the reality and the Biliranons’ future. It makes more sense to focus our attention on what help. It has been said that atrocities- i.e. unsolved brutal crimes, human rights violations and injustices, in Biliran, particularly Naval, be left unsung and left to the elements. But it’s thinkable it will be of good help if we share what we have experienced to the present generations so that they will be aware and vigilant to avoid these indecorous situations to happen again.

The purpose is not to expose the deceiver; the main issues are: Did these people really work for the Bilirans’ future? Were they serious to help the future of indigenous Biliranons ‘not just to line their pockets?’ as a comment said?

Presently, are the public and elective officials in Biliran Province produced economic growth? Did these local officials work in tandem to concentrate in re-development instead of scratching and squabbling for personal gain?

Let see what Rolly’s right to be heard.

(Updated) – Most of the Naval/Biliranon are very familiar with the fable “The Monkey and the Turtle” which trickery, dumbness, Ignorance shall may I say exist.

As Prof. Rolly Borrinaga stated, “this fable is intended for a man of intrigue and plot was likened to a turtle whose intestine have many twist and turn though small the turtle supposedly know a lot, since he was able to trick the monkey, who was supposedly larger and wiser”.

Sobly the world has turned upside down that made the old monkey become the modern turtle, which created some Naval/Biliranon to have this colloquial mentality, referred to as “crab mentality”.

When you achieve success in a certain point, another having this “crab mentality” will find on how to pull you down. While elucidating the Bat and the fruit of a tree. The fruit named “tabigi”(like an oranges) which have a good appearance out side, and has nothing inside, while the Bat was given the name “Kabug” which means dunce or one has little sense which was very appropriate for many occasions. That according to Rolly, “this was selected that pleases the eye without checking its quality – like a beautiful woman but foolish, handsome but stupid” or rather Navalian but Biliranon or Biliranon but Navalian. Shall I say Navalian but stupid, or deep but swallow, or shall I say shallow but clamor, etc.

Sadly, labels that the type of public office official chosen ones might not look like bat and “tabigi”, but some of them have such, Rolly said.

Naval/Biliranons are wise and some are otherwise. Some peoples – there are “tamad” (lazy) “uneducated” (himantayon, tabi-an) “politically immature,” venomous(hiloan), stupid, foolish, murderer but cowards.

Government/leadership – it won’t work because it is “poor”, “corrupt” (kawatan), “womanizer”, “sugarol” (gambler) and so and so forth. And in this case, we will help to educate them for the future of the beautiful island.

In the Naval/Biliran political climate many chooses and their chosen to qualify to be called “tabigi” and Bat with the mentality of the Monkey and Turtle who just want to line their pockets. They believe that politics referred to as “kawatan” (thief), while businessman referred to as “mangingilad” (conman), which is now both politics and business are the best. This people are proud enough. (“Pagarpar” in Visayan dialect), obtuse and dim-witted.

We understand that most Biliranon (especially in Naval) are suited to the said fables which I deeply ashamed of, that I too being a Naval/Biliranon. However, there are also other fields wherein Naval/Biliranon are one of the best and I am proud of that you see? he he he he
